What Does 2025 Immigration White Paper Actually Say?

On 12 May 2025, the UK Government published the Restoring Control Over the Immigration System White Paper. These reforms, many of which take effect from 22 July 2025, will significantly reshape the UK’s immigration landscape.
For businesses, education providers, and individuals planning to live, work or settle in the UK, these changes bring higher skill thresholds, increased salary requirements, longer routes to settlement, and a narrowing of certain visa options.
Key Changes Coming Into Force in 2025
Skilled Worker Visa – Higher Skills and Salary Thresholds
From 22 July 2025:
- Minimum skill level rises from RQF Level 3 (A-level equivalent) to RQF Level 6 (degree-level).
- General salary threshold increases from £38,700 to £41,700.
- “New entrant” threshold increases from £30,960 to £33,400
Immigration Salary List Replaced by Temporary Shortage List
The Immigration Salary List has been replaced by a Temporary Shortage List, allowing time-limited recruitment for some RQF Level 3–5 roles. These visas will:
- Be valid only for a fixed term.
- Not allow dependants.
- Not lead to settlement.
Health & Care Worker Route – Closure to New Overseas Recruitment
From 22 July 2025, overseas recruitment for care worker and senior care worker roles will close. Existing sponsored workers in the UK can still extend or switch until 22 July 2028.
Graduate Visa Will Be Shortened – NOT IMPLEMENTED YET
The Graduate route will reduce from two/three years to 18 months. International graduates will have less time to secure Skilled Worker sponsorship or transition to other long-term routes.
Higher English Language Requirement – NOT IMPLEMENTED YET
The minimum requirement may increase from CEFR Level B1 to B2 for settlement and naturalisation applications. Applicants may need more preparation time to meet the higher standard. It is encouraged that if you are eligible for settlement or British citizenship, you should apply before new rules are implemented.
